The recharge shouldn't be instant either. So I think a battery recharge makes sense upon boarding. Currently, a powerless ship floats to infinity forcing the player to land/takeoff, reload, or jump from/to the system to stop the ship floating so it can be recovered. So it might make more sense for no batter to cause the ship to be disabled. However, this will probably be somewhat difficult because power generation can be negative. That way it wouldn't affect or change existing power generation builds. So if you have generation above the minimum it does not add to your power generation.
It could also just be that power generation has a minimum.

Might make sense to make the minimum 10 or as you say a very small amount of solar generation such as 1p/s or 2p/s (something much smaller than generator outfits). Currently ships without power don't get disabled because below a certain point power is hard coded to 1. I believe this would be a pretty easy 1 line change. This would be similar to how all ships internally have a tiny bit of ramscoop capability. Perhaps fighters could be given a tiny tiny amount of integrated solar power generation, with the lore explanation that they all have little solar cells to prevent catastrophe so they can always limp back to the mothership.
